The Russian Defense Ministry later issued a statement asserting that its forces targeted weapons factories and “the energy infrastructure supporting their operations,” emphasizing that civilians are not deliberate targets.
Moscow began striking Ukraine’s energy facilities regularly in the fall of 2022. Russian President Vladimir Putin stated at the time that the army was focusing on energy infrastructure in retaliation after Kiev’s bombing of the Crimean Bridge in October, which killed four people.
